How do I download my photos from iCloud using the iCloud website?

I'm switching from an iPhone to an Android phone and want to save all my photos to my Windows laptop first. I don't have a Mac, so I'm trying to do it through icloud.com in a browser.

A way to select and download all my photos (or large batches) from the iCloud website to my laptop.
What You Have Already Tried
I signed in at icloud.com and opened Photos, but I can only seem to select photos one by one, and I can't find a 'download all' option anywhere. Selecting thousands of photos by hand isn't realistic.
